The first Web Services "specs" were not released until halfway through the

first phase of ebXML. Those versions were the property of the originating 
companies, not open standards. Before that, only SOAP was out there. So 
they were not "there already". Except for incorporation of SOAP into the 
ebXML Messaging Service, the Web Services proposals had limited, if any, 
effect on the content of the version-1 ebXML standards.
