One of the most potent efficiency promoters in society is e-invoicing - billions of invoices are still nonSTP and unlinked to the payments they are created to lead to. European banks have within the ECBS created a standard for the payment initiation:
"Electronic Payment Initiator (ePI)
This
European standard, EBS602, describes the characteristics of a simple electronic
document to be created by or on behalf of the ultimate beneficiary of a credit
transfer. An ePI may be considered as a standard data container, which is made
available electronically to a potential ordering customer by a potential
beneficiary.
The standard, first published in September 2002, has now
been updated and issued together with implementation guidelines (SIG605) and
country-specific texts (translations - TR607). At the same time the standard
itself has been re-issued with some minor updates."

its simply that. what you need to do is
choose who you think is going to proliferate. me i am going UBL, just
because ISO are being courted, UBL also supports the CCTS of ebXML, and it just
makes sense. as you have ponited out interop is a big issue.

A very good
point. I believe it needs generalization since EU is the biggest economic
partnership that now starts standardizing its e-procurement but by far not the
only one. I can think of APEC as one more example, and single countries like US,
China, Canada, Japan, Australia are also worth considering in terms of standrard
compliance of their official schemas to ebXML (or UBL).
