I suspect because that TP XML patent was already covered by the agreement with OASIS and CEFACT in 1999?

In an interesting and welcome pressrelease

releases a large number of specifications

inhibitation. But what about the patents behind the ebXML CPPA
specification? Are they still there and if so the questions becomes, why
arent the CPPA spec in the list? Afterall Bob Sutor should have some
knowledge of ebXML.
