Netherlands Child Protection Agency uses ebXML Messaging to connect to a national registry of juveniles at risk


In the Netherlands, VIR is a national electronic system that collects and
distributes risk warnings from care workers. Care workers use the system to
record warnings about risks of the children and young people (up to 23 years
of age) they work with. By registering these warnings in a national system,
different care workers quickly find out if a colleague is also monitoring a
child, so that they can contact each other and agree on the best approach.
The VIR has no information about the nature of the problems or treatment of
the juvenile, in order to protect the privacy of the juvenile and his/her
family. 

On November 20, the Child Protection Agency in the Netherlands formally
connected to VIR in the presence of minister Rouvoet (youth/family) and
Hirsch-Ballin (Justice).   

The press release (in Dutch) does not mention the technical fact that the
message exchange among these organization is based on ebXML Messaging.
