Mmmh... not aware of a formal cost-benefit analysis.
You may want to talk to ebms TC members (ask chair) who implemented ebMS V3 or its AS4 profile (and demonstrated it last week in London

As for ebMS V2 there are lot more implementations and deployments including open-source. TC members can refer you to some.
