I haven't been involved with ebXML for a while but we did some extensive business case and ROI analysis for ebXML adoption across an industry - quite frankly it was a no brainer.  The matter really points back to which 'format' a given industry has chosen to rally around (ie. ebXML, RosettaNet, ASx and so forth).  Good luck.  You might want to look up Nexuse2e.org and get a dialog going around adoption patterns, uses and benefits.

Mmmh... not aware of a formal cost-benefit analysis.
You may want to talk to ebms TC members (ask chair) who implemented ebMS V3 or its AS4 profile (and demonstrated it last week in London http://events.oasis-open.org/home/cloud/2011 , in the AS4 demo)
As for ebMS V2 there are lot more implementations and deployments including open-source. TC members can refer you to some.
