confusion re. ebXML header for PoC

To make sure that we're all on the same page: there appears to be some
confusion w.r.t. the ebXML headers to be used for the PoC. From Hatem's
document, I deduce that we are not using it. Is that correct? If someone
could please verify this important point. Thanks much.
