I'm back from down-under and NYC so sorry for the radio silence.
You are correct Scott. The game plan is to propose work-items in the 
following order:

1) Functionality backed by ebXML specifications
2) Functionality consistent with the architectural direction of ebXML
3) Functionality capable of being dlivered by the POC participants

do everything.
