ETA for RS v0.5

I am in the process of understanding the X3.285 document. It is a wealth
of information as Frank and Scott have suggested. It is also very big. I
am also studying CC and BP work in close collaboration with those teams.
The first stab at integrating this vast amount of work into what is
needed to be specified  (with a Tokyo POC filter) will take me until
Monday at the least.

So, to set your expectations, I hope to have version 0.5 out for your
review and insights sometime Monday.

Lastly, I want to make an unconditional public apology for any
contributions I may have made towards the unprofessional
nature of our last meeting. I promise that I will be very cognizant of
this in the future.
