Please review this regarding our document approval process.  for  part 1 to
be approved at the toyko meeting, we'll need two weeks public review for the
final version.  

We agreed the document needs alignment, and I now think the the Domain
Package Diagram either needs to be modified to reflect the current services,
or the RS spec needs to be aligned.  I propose the former, but that will be
a substantial change that the public may have a difficult time accepting.
