Attached is the RIM 0.51 document.

What Has Changed
---------------
-Added the information model aspects of the security proposal. I wanted
to acknowledge the valuable contributions made by Steve Hanna and Ron
Monzillo to the security proposal from Krishna and I.

What Is Not Included
--------------------
-I still could not find time to address the issue regarding Audit trail
and
Sunbmission. I think this also merits some discussion in todays meeting
