I'm with you that 90%+ of the time - who gives a hoot?

Then there is the 10% who wish to use COTS, but do
not wish to publish their TPA's.

You get one guess who runs most of these 
organizations that need this.  It starts in US and ends in 'ment'!

Certain distributors may also wish to keep their backend
private for similar reasons.

You pay your money you make your choice.  It's important
that we support all business use cases though here.
