Since Jean is asleep by now I'll give you what I recorded and tried.

The URL given by Jean Kubler was: www.uncefact.org.
Then select the "Memorandum of Understanding" item in the left hand menu.
Then select the "Documents" box from the next menu page.
Finally, follow instructions for obtaining document MOU MG/98N000651
(Here  is the problem.  I find not document numbers in the /98 range and in
the 99/ range I find nothing beyond MG/99N0053.  The closest number is
/99N0051 which I cannot open.) 

Mayber Jean or Mike could verify the document number for us.)
