Zvi, Please ask all questions about the tpaML proposal by posting to the ebxml-TP list so all members of the team can participate. My understanding of OBI is that an unsolicited purchase order (i.e. without previously shopping) is a permitted request. It might be used by the procurement department of the purchasing organization to, for example, re-supply a stockroom. It is a direct request from the purchasing organization's OBI server to the supplying organization's OBI server.
