CPA Template

Another possibility about CPA Template is to say nothing explicit in the
spec.  Instead, we could make sure that the spec isn't "overly
prescriptive" about composing a CP from two CPPs.  That would allow someone
to use their imagination and come up with the idea of a CPA template for
their own purposes.  Remember that it's only the CPA that is relevant to
B2B.  The CPPs can be used to compose the CPA but only the CPA matters for
interoperability.  Hand-crafting an entire CPA without having started with
CPPs is perfectly valid as long as that CPA conforms to our spec.
