Following the links in the email, I came across the following verbage in the
Briefing Package for the W3C XML Protocol Activity:

External Groups
The Core XML Protocol WG should liaise with at least the following groups
outside W3C:

IETF
The Activity will informally liaise with work done in any IETF Working Group
that might be created as a result of the recent BLOCKS proposal

ebXML Transport Routing and Packaging
The Activity will informally liaise with work done in the Transport, Routing
and Packaging project team within ebXML (electronic business XML). ebXML isg

a joint activity of UN/CEFACT (the United Nations body responsible for
UN/EDIFACT), the international EDI standard and OASIS (Organization for the
Advancement of Structured Information Standards).

It is also anticipated that the W3C may in the future charter additional
Working Groups in areas of description, discovery, and features providing
added semantics to the basic framework.
