This is what William had done - context then value.

I think the bigger point is we can argue all year on code lists.

Not just for this - but any - value.  So the smarter play is to 
create mechanisms that trading partners can specify the
code list they choose.  Then they can argue on the merits of one
over another - we do not need to be in the middle of these battles.
