The current draft of the IBP tpaML proposal is ver. 1.0.6.  It will
eventually be available through the TP team web page.  Meanwhile, it can be
obtained from xml.org.  Click XML Resources, then click tpaML.  This draft
should be viewed as a starting list of the elements needed in a TPA.  It
also contains a large amount of normative and informative text that should
be considered for the ebXML TP spec, whatever the final form of its
grammar. It will be very helpful if everyone interested in electronic TPAs
reviews the draft and provides feed back to the TP team is to needed
additions, revisions, and deletions.  Feedback is best sent to ebxml-TP,
the TP team list server. The TP team depends on all the other technical
teams for this input.

Incidentally, the xml.org page also includes a 20-page technical white
paper.  I advise reviewing that before tackling the specification.
