I agree with Chris that for the From and To the information should go in the
PA or PP. The situation I'm referring to is the in an error message, where
the sending MSH sends has a message that might have an error in it that is
reported with as an error code and a text message.

I think that this information should probably go into the Routing header of
the message being sent since it will be hard to predict necessarily the hubs
through which a message might go.

But basically yes, I am saying ... that the receiver MAY be able to send a
language-specific error message and that the sender MAY be responsible for
telling the receiver what language to send it in?

are you referring to a preferred or default language of the original
"sender" or do you mean the most recent MSH (sender)?  

if your answer is the original sender, then isn't there already a place to
specify this on the sender party profile or in the TPA itself?  

are you saying that the receiver MAY be able to send a language-specific

I think it would be a good idea to have an optional attribute/element in the
ebXML header document that indicates the preferred language of the sender of
a message. This would be used, for example, when creating descriptions of
errors.

Even if there is a Party Agreement, I think that you might want to vary this
on a message by message basis.
