Since ebXML did not adopt SOAP for it's messaging protocol and instead has the Messaging service spec for exchanging messages over the web can you point me to any current implementation? For example, even without UDDI I can begin to develop a service which accepts SOAP using http://xml.apache.org SOAP implementation.
