IMO, for the ebXML Message, Header and Payload  Envelopes it should be an
error to have anything other than what the Messaging Service specification
specifies. For SMTP and HTTP(?) etc., communication protocol level headers,
from ebXML perspective, the position could be "undefined",  and left to the
parties involved how they want to deal with them including ignore / reject
etc.
