Default signature requirements for TRP

The following wording was agreed on the use of digital signatures by TRP
during todays conference call.

"If signatures are being used to sign the data in an ebXML message then XML
Signature [DSIG] MUST be used to bind the ebXML Header Document to the ebXML
Payload or data elsewhere on the web that relates to the message. It is also
strongly RECOMMENDED that XML Signature is used to digitally sign the
Payload on its own when the header does not need to be signed."
