I agree.

I view SOAP-ENV:Fault as the place where low-level runtime errors
(SIGSEGV,
DrWatson, etc) appear, not where soap-using errors appear.  (But that
could be because I know too much of the NC[AS]/DCE-RPC/DCOM/XML-RPC/SOAP
heritage.)
