Hi All,

Prior to SOAP, there could be one and only one ebXML Header, since it was
the outermost XML element.  With SOAP, that's no longer true.  I think
multiple ebXML Headers in the SOAP header would be syntactically acceptable.
If we think that's a good idea, we need a way to relate each header to its
corrsponding ebXML body (or re-combine the ebXML header and body.)  If we
think its not a good idea, we need to at least address what happens if we
encounter multiple ebXML headers in a single SOAP message.
