CPA ID must be resolvable to a CPA Instance

Currently section 8.4.2 of the spec on CPA Id says ...

"A Party that receives the message, must be able to resolve the CPAId to the
CPA instance as information in the CPA is used, for example, by Reliable
Messaging"

This suggests to me that the ebXML Messaging Service must have access to an
XML document as defined in the CPA spec. However there has been recent
discussion on the conference call that what we **have** to have is a
"virtual CPA" that does not necessarily exist as a separate XML document.

How do you think this part of the spec should change?
