Yeah, the intent was "only do it if you know it's okay" otherwise who
knows what will happen.  David's suggestion (which I hit "send" too
early on) was do it or report an error.

I think Chris's words come closer, except that I would change the last
sentence to be:

"If the receiving MSH generates an error, then it MUST report the
inconsistency with an error message to the sender with an errorCode of
Inconsistent and a severity of Error."
