To be more accurate the UN/CEFACT and OASIS announcement of the ebXML
Initiative was made in Canberra in September 1999 and November was the date
of the first (San Jose) meeting. As the announcement by Ray Walker and Bill
Smith was the official launch I think we should quote that date.
