Here is the exact text from the e-mail you reference:

- If your ebXML team had projects identified, create project
  proposals using the template available on the website, and send 
  it to the eBTWG chair in order to start the process.

What was available on the web is the "template". It is under 
Documents and Proposals. To get a copy use the "save as" option on 
your favored browser. The three projects that were approved 
followed the process by being the originators sending the proposal 
to the eBTWG chair. They were than reviewed and approved by the 
eBTWG Executives. Which was followed with the announcement of the 
call for participation and contributions.

The text in that email as related to contributions reads:

"If you wish to make a contribution to the project, forward an 
electronic copy to me. "

I believe this shows that currently all proposals and contributions 
are to be submitted via email to the eBTWG chair.

I hope this clarifies the process as it was intended and announced.
