i suggest that Dick needs to respond to this outlying our role as per the comments by tony and nagwa:

i.e. we are not editors, we are not going to review details only the overall consistency and quality

Would you please clarify?  You say on the one hand that the team editor
function
should be in charge of the comment process, but yet you say that the qa team
should be responsible for and run the process across all teams.   Are you
referring to the same or different processes?
