i suggest that Dick needs to respond to this outlying our role as per the comments by tony and nagwa:
i.e. we are not editors, we are not going to review details only the overall consistency and quality
I agree with Nagwa. The most we might want to do is determine "best practice" for managing comments/input to evolving document and propagating these across the various project teams.
