obviously members of the QR team have to receive copies.  i can only suggest that this is
how you got yours.  ebXML is an 'open' process, we dont want to play secrets.  the
important point is not who receives this document but that things do not get out of
sequence.

until the Executive release the report is it just a comment from QR, NOT the official
response.  nobody wants to waste energy responding to material un-necessarily.
