Hi Paner,
  I don't think there are any API's available to either
  "Converts html request into Standard ebXML Format" or 
  "Parses the Standard ebXML messages And knows the request."
  Your ebXML message processor has to take care of that.
 
  In order that your backend application correctly interprets the meaning 
  of an incoming ebXML message, you can assign appropriate values to the
"Service"
  and "Action" field in the ebXML message header. The value of the
  "Service" element can correspond to the appropriate "Service binding" 
  element from the CPA. Similarly, the "Action" field can correspond
  to the particular Requesting or Responding activity within a business 
  transaction activity being executed.
