This is a meaningless generalization that doesn't help understanding 
ebXML very much at all.  ebXML certainly can be part of a web services 
architecture, but doesn't necessarily have anything to do with the 
web.
Saying that it is web based is about as meaningfull as saying that 
Java or perl are web based.
