A web service to build CPAs is a good idea which is already on the list for
the negotiation work.

I would not call the CPA a SLA.  An SLA is an agreement between a hosting
service or similar service and the clients which are hosted on that
service.  It includes the CPA functions related to communication between
the hosting service and one of its clients but is primarily for expressing
the measurable aspects of the services that the hosting service is
providing to its hosted clients. The SLA might well be a separate agreement
that is somehow referenced by the CPA with the hosting service. I'm not
sure what you mean  by "define define further web services" unless you are
referring to web services that implement (e.g. monitor and measure) the
functions covered by the SLA.

One thing that would be very useful is a web services to build a CPA and
Context Rules Message from the binding of a Business Process Schema to
two or more CPP's.  The CPA is essentially a Service Level Agreement
(SLA) that could also define further web services.

I would love to see your group define this.
