In fact, the entire world is built on a simple set of switches - AND, NAND, OR, NOR, XOR et al.. Anyone can do it, given the proper resources. But to save you time, many vendors are offering products that can do "it" (see www.ebxml.org/implementations) BTW - nothing will get a pilot/ R&D type programmer to build software faster than someone telling them that it "can't be done".
