Working Draft for POC BP/CC Sub-proposal

POC Team Members,

I wanted to send out the draft that Jacques and I are beginning to work for
the BP/CC sub-proposal.  We will need to synchronize with the TR&P
sub-proposal telecon results and update with BP/CC working group suggestions
as they work on their specifications.  We have looked into scenarios
outlined in the early BP specification (new process, existing processes,
discovery, and execution).  This is in-line with the TR&P ideas.
