BP/CC Sub-Proposal

I am sorry but the list kicked this out last night when I posted.  This is a

Attached is the BP/CC sub-proposal for your review.  I did cross-post the
sub-proposal to the BP/CC working group to be sure that everyone has a
chance to review it.  Please note that there are four business process
scenarios outlined at the end of the proposal.  I will be asking Philippe to
add them to the capabilities matrix and circulate for people to sign on.
I've used material from a number of resources.  If you feel your name should
be on the author/contributor list, please feel free to contact me directly
and it will be added.  My apologies.
