I vote YES to forward the proposal to the steering committee. As noted previously, I have some reservations that some aspects are not covered by a real spec. I am voting YES to keep it moving along - in the spirit of Nick's comment: "Please note that the proposal is just that a proposal and will be further refined between now and Tokyo. ". Perhaps the steering committee can make a decision as to what is or is not "ready" to demo.
