Rather than attach the whole web file again.  I am just updating you with
the updated, blessed DTD from Marty Sachs for Track 1.  Your CPP and CPA's
still validate.

There is some discussion on the thread as to which DTD to use.  The DTD was
frozen this morning.  Please make an effort to reach a consensus.
