Draft of joint POC /TPA WG Vancouver proposal

Hi,

Here is a zip file of documents reflecting the current
state of a security/cpp/cpa/regrep POC proposal. The
scenarios are left very open. The documents will be
revised and supplemented by mid-January, which will
be the final change date for the supporting documentation.
