Proposal for content based discovery support

Attached is a proposal describing an approach to supporting content
based queries. The advantage of this approach is that it does not
require support from the query syntax chosen for the registry. Assuming
the team goes ahead with some variation of the proposed approach, we
could focus the query discussion away from content-based query
requirement, since this proposal would make content-bases queries an
orthogonal issues to teh query interface issue.
