>From another perspective, The National Technology Transfer and Advancement Act of 1995 and OMB Circular A119 of 1997 direct federal agencies to transition from proprietary standards and adopt public standards. NIST has cancelled a number of FIPS (although FIPS 10-4 is still in effect). My sense is that DoD should seriously look at adopting the ISO standard. If there are specific issues within the ISO standard that DoD has issue with, then they should follow the provisions of OMB A119 and actively participate in pushing for necessary changes. Having said that, please note that the ISO and RFC referenced in the ebXML requirements document are straight from the W3C XML 1.0 Specification. They are included in that specification as a point of reference necessary to fully understand the spec (See language in section 1.1 of the spec). As such, and in keeping with the other language reqarding ebXML use of and compliance with the W3C XML Technical Specifications, the requirements team felt it appropriate to carry those forward into the requirements document.
