Messaging Header Specification

John Ibbotson and I talked on the phone today and agreed that we would work
together on developing a header specification. I plan to send a draft to
John later to day and then John and I will communicate on Monday/Tuesday
next week so that, by Tuesday evening (Pacific Time) we hope to send a draft
to the list.
