	here are some sample words for Item 56 on the issues/errors list.

The charset attribute shall be compatible with the encoding attribute of the
ebXML message Header XML Document (described in section 3). It is strongly
RECOMMENDED that they are identical and that for maximum interoperability
that UTF-8 is used.  Note: this is not the default for MIME
