value-added service layer

Given the increased discussion of the value-added service layer, people
might want to take a look at with the IBM B2B team did in its BPF
prototype.  See attachment.  This is a somewhat longer version of the BPF
slides in my presentation to the August ebXML meeting.

I am also going to ask Stefano to post his Business Service Interface
writeup to the TRP list
