Normative - officially part of the document, incorporated by reference. 
So SOAP1.1 would be normative.

Non-normative -- believed to be useful and interesting, but not part of
the spec.  E.g., The S/MIME RFC's (since we don't use s/mime but allow
applications to use it to encrypt their payload).
