pub/sub is a phase 3 deliverable. I'd rather not confuse things
by adding in functionality that may not be delivered by May

RM spec revisions call it OnceAndOnlyOnce instead of AtMostOnce
based upon our discussion/decisions made at the f2f in September.
These revisions, will be rolled into the MS spec we deliver for
Tokyo.

I have no problem with 11.2, it is 11.3 which needs to be revised
to make it consistent with the MS spec we deliver to Tokyo. The
content is basically the same, just the coloring is being revised
to make it clearer to the reader what is MIME and what is not, etc.
