Issues with Quality of the Specification Approval Process

The confusion over the response by the Quality Review Team to the recent TA Specification
has identified a weakness in the current procedures.  The current approval process
schedule does not allow for any time between the QR Team  submitting its report to the
Executive and action being taken by the relevant project team.

In fact, this is a quality issue within the quality review process.

To remedy this we woud like to suggest that the Executive have a default action against
them in responding to our review findings.  That is, if no Executive comment is made
within 48  hours then the QR team will submit their findins to the authors and also the
steering committee.  This does not mean the Executive endorse our findings but does allow
the relevant project team to receive (hopefully valuable) feedback.
