Another possible way of identifying parties might be the UNESCO sponsored
International Standard Archival Authority Record for Corporate Bodies,
Persons and Families -- ISAAR(CPF) -- which is about to go into a second
edition (see www.diffuse.org/archives.html#ISAAR for details). Not that I'm
suggesting this be adopted, but that you need a general purpose mechanism
that would allow any future standard to be adopted as well as existing ones.
