Sybase's next release of Web Service's Integrator (due out shortly) will have full JAXM Remote provider support for ebXML. You can use the JAXM API or there are some extensions to make things much simpler so that you don't have to build the ebXML header from scratch. The system uses CPA's so it allows for a message to be built with minimal information because the CPA is used for most of the header information. After the message is built, you can modify and add elements or just send it.
