Dale,

The API yes - but the validation and implementation and 
needs to effectively and correctly submit something is 
massively more involved - and frankly a lot of the key 
issues are not yet well understood by all the teams,
nor the implementation details resolved.

All these issues are on the table for the RegRep 
group to work on in Tokyo - hence the need to not
overburden the PoC now.
